U.S. Conference of Catholic Bishops Announces New Staff Changes - Associate General Secretary for Policy and Advocacy, and General Counsel

WASHINGTON - The United States Conference of Catholic Bishops (USCCB) has appointed Anthony J. Granado as Associate General Secretary for Policy and Advocacy, and William J. Quinn, Esq. as General Counsel.

USCCB General Secretary, Father Michael J.K. Fuller, made the appointment, which takes effect in mid-August. Last week, Father Fuller shared the news with the U.S. bishops that Anthony R. Picarello Jr., Esq., Associate General Secretary for Policy and Advocacy and General Counsel, would be leaving the Conference this summer to become the next Executive Director of the Saint John Paul II National Shrine in Washington. Mr. Picarello came to the Conference in 2007 as General Counsel.

As Associate General Secretary for Policy and Advocacy, Anthony Granado will oversee the public policy work of the Conference, including the Office of Government Relations, the policy secretariats, and Migration and Refugee Services. As General Counsel, William Quinn will be the Conference’s lead attorney, supervising the work of the Office of General Counsel.

Anthony Granado returns to the USCCB, having previously worked at the Conference in public policy positions from 2010-2019. For the last four years, he has led the legislative and regulatory affairs efforts of Catholic Charities USA, managing a legal and policy team to serve the organization’s 167 member agencies. Prior to joining the USCCB, he worked in the Oregon Catholic Conference, and for the Archdiocese of Portland. Mr. Granado holds a bachelor’s degree from the University of Portland and a master’s degree from Portland State University; he pursued graduate level studies at American Military University in intelligence and national security studies.

William Quinn joined the USCCB in March 2022 as Solicitor in the Office of General Counsel, managing all Conference litigation matters. Mr. Quinn served ten years in the United States Army, leaving as a captain, and his career has included service in both the public and private sectors. Immediately prior to joining the USCCB, he worked as a trial attorney in the Civil Division of the U.S. Department of Justice. He holds a Bachelor of Science in Foreign Service from Georgetown University and a Juris Doctor from the University of Michigan Law School.

“I am very grateful for Anthony Picarello’s hard work and dedicated service to the Church and to the bishops. He is a man of deep faith, great talent, and has become a good friend. He will be missed. I am equally grateful to have two such exceptional people to continue the good work he has carried out,” said Father Fuller.
