The United States Conference of Catholic Bishops Migration and Refugee Services (“USCCB/MRS”) shares our grave concerns with the Department of Justice, Executive Office of Immigration Review (“DOJ/EOIR”) and the Department of Homeland Security (“DHS”) regarding the Notice of Proposed Rulemaking (“NPRM” or “Rule”) on eligibility for asylum, published in the Federal Register on June 15, 2020 (85 Fed. Reg. 36,264).1
